I'm not sure if i have overlooked something, or if i have missed the general concept, but:
Do characters (I.E. non pokemon) level up?
I read that characters do not need a pokemon to complete their story (or so i understood) in 1 of the rule threads, but if a character doesn't change anything about weapons/armour/abilities throughout their adventure, then couldn't they just brush through the RP in seconds?
I want to sudgest that we make a list of abilities that can be learned at certain stages for non-pokemon characters - whether the requirement be level, a milestone, to obtain something ETC.
I would also like to sudgest that there is a shop to purchase armour and weapons (again, with requirements), so that our characters are more unique, and aren't just peasants throughout the story.
Once again, i am human, so i may have overlooked something.

As of right now there isn't anything planned for character leveling up or skill learning. Mostly because I did kinda assume that most people would choose to go with a Pokemon. I was planning on going with the honors system. The player should be able to guage the capabilities of their characters and basicaly know when to lose in a fight.
As for armor and weapon shops, you can have your character have whatever armor and weapons they want (as long as it doesn't make them invincible of course). I know it sounds cheesy, but it's the character's abilities, not the weapon, that wins a fight. If you have a sword with a 9999 attack, but are a poor swordsman, you still aren't going to win.
So then I take it you will not be using Pokemon for your character? I suppose I could try to work something out, but it'd be awhile before anything shows.

Yeah, its what i intended to do.
The point is that you could start a journey, and use only a couple of moves throughout each battle, because they are the strongest you have. And if you couldn't level or purchase armour or weapons, then how would you get past the part where Lv. 50-100 roam? I just think something should be settled, y'know?

If you would like, you could make a level up chart for your character with a list of spells or powers that you would want them to learn, then the staffer could let you know when they have mastered the ability. Simple ideas like Fire, Fira, Firaga.
So it's like you have a character who just graduated magic school (or whatever) and throughout their journey they will polish and improve on their abilities and mastery of their Element. Correct? It's all about character developement. I like that.
I can start work on a "master list" of spells and stuff for the future. And I suppose a weapons and armor list as well. Would you like to assist on this?
